Affordable Housing Scheme for the urban poor and low-income population

Pradhan Mantri Awas Yojana (Housing for all urban) policy was started by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) to provide housing to all urban poor populations by the end year of 2022 year. When India completes its 75 years of Independence their mission is to provide housing to all the low-income population. 

India has the fastest economic growth with a rate of 8.2% in the first 4 months of 2018-2019. Approximately, 63.67 million urban and rural populations all over the country don’t have proper housing. It is estimated that adequate housing will become a huge concern for the nation. 


In Gurugram, 1 million people are living in urban areas and 200 thousand approx. Households are staying in urban areas by analyzing the data, get to know that Gurugram is now overpopulated and facing continuous issues with infrastructure availability, accessibility & its maintenance, and as a result, people have been moving to Gurugram for the past 15 years. These families are coming to Gurugram for improving their living conditions, education, and economic growth. 


A sudden rise in the migrated population has increased in the number of slums & slum-like setups & the population of slum dwellers. The constant demand for city infrastructure and facilities has become a major problem due to the increasing population of Gurugram.


Urban Affordable Housing Schemes in all the cities of India like Gurugram:


Many housing policies have been launched in Gurugram-

  • Housing programs in the first and the second five years plans: In 1951-1961 

  • Subsidized Housing Scheme for the Economically Weaker Sections and Industrial workers. It was launched in 1952.

  • The Low Income Housing Scheme for providing loans to those individuals whose annual income is below Rs.6000 and this scheme was launched in 1954.

  • The Slum Clearance and Improvement program of 1956

These schemes failed due to the absence of community participation, many houses are either unaffordable or unacceptable. These policies ignored the problems of unemployment and income poverty. 


  • Housing policies in the 1970s & 1980s.

  • The Environmental Improvement of Urban Slums (EIUS) was introduced in 1972.

  • The Urban Basic Services (UBS) Scheme was designed to clear and rehabilitate the slum dwellers and it was launched in 1986.


The policymakers were more experienced in this period, they did not ignore the relationship between the housing issues, lack of employment choices, and essential facilities. But solving these problems in a more idealistic way fails in their objective of providing substantial gains in housing outcomes and poverty reduction.

  • Housing programs in the 1990s

  • The Urban Basic Services or facilities for the Poor (UBSP)

  • The Nehru Rozgar Yojana (NRY)

  • The National Slum Development Programme (NSDP) was to develop urban slums by providing physical services like water supply, street lights, stormwater drains, community baths, and many more and launched in 1997.

  • Housing schemes were launched in the 21st century.

  • Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in Dec 2005.

Sub missions under the (JNNURM) for urban housing issues:

  • Basic/necessary Services for the Urban Poor (BSUP).

  • Rajiv Awas Yojana (RAY) launched in June 2011 for Slum Free India.

  • Pradhan Mantri Awas Yojana launched in 2015


Pradhan Mantri Awas Yojana was started by Narendra Modi prime minister of the country in 2015, its objective is to remove the urban housing shortage in India by the year 2022. This Scheme is being executed via  4 verticals and these are In situ slum redevelopment, Credit-Linked Subsidy Scheme (CLSS), Affordable Housing in Partnership (AHP), and Beneficiary-led individual house construction or enhancement (BLC).

With affordable housing schemes in Gurugram, Economically weaker sections families can construct the house or can get the apartments at reasonable prices and can improve the existing ones.
